Flare's Message

Has anybody worked out what Flare meant when he mentions Pluto Terminus once you help him bond with Lizzie? I've been all over the map at Outer Terminus but can't find anything relating to him, neither can I find anything on the relay there (I was thinking maybe he did something similar to Kaya).
