Does weed barrier actually do anything?

I created a brand new garden in my yard. Dug up the sod, put weed barrier down and quite a bit of soil with flowers.

I’m surprised at the amount of weeds it gets. It’s constant. And it wasn’t cheap weed barrier from the dollar store, it was one of the more expensive ones from Home Depot.

Are weeds just unavoidable? Is the barrier a scam? Or did I maybe miss something? 🤔
