Dungeon ilevel oversight by blizzard?

Normal dungeons drop up to 639 ilevel and you can't queue for heroic dungeons until you hit 651 ilevel. Is this the first time ever where you can't grind a full set from normal dungeons and go straight to heroic? Are they expecting us to grind delves or go to the raid before stepping into heroic dungeons?
