Is there anything against favoritism with landlord-tenants

Location: Hillsboro, Oregon My roommate last month requested a forfeiture of a lease and got it immediately. They decided against leaving and just didn't sign the forfeiture. Me and two other people living there requested the same thing but got told we had to get written permission from the roommate to get the form. However, we are all on the same lease in the same way(under one lease). Is this legal?
