why does dark skin not overheat in hot climates?

like some tribes in south sudan almost have pitch black skin. (south sudan is VERY hot) how come people don't overheat/cook? (they say dark colors in the desert are dangerous due to overheating)

-is it something like human skin is translucent? so tribes in africa with dark skin almost have skin that is like "sunglasses"? like for example. Cars with tinted windows have "black" windows. However the windows are not really black but rather translucent.

-is that the case with humans? Is it effectively that dark skinned people have "tinted" skin in a sense?
