Weird issue that's always fixed with a restart but happens every day

So I've had this issue with my PC for years at this point.

If I haven't turned my PC on in a few hours, when I do I get the following issues.

• windows key won't work but clicking it on the desktop does
• I can't drag a 2nd browser tab into its own window, it's stuck to the browser window it was opened in
• if using media like YouTube for example, the on screen volume display will remain in the top right corner even if I haven't adjusted the volume

There are likely more issues but I never stick around to find them. I restart the PC and all issues go away every time. If I turn my PC off but turn it back on within a couple hours it tends to not have the issues. Only if it's been off for a while, it will always happen when I turn it on, like the first time after waking up.

I don't really care enough to do much investigating but if anyone has experienced similar or has even a theory I'd be interested to know as it seems very odd behaviour to me.
