Is it necessary for Indian PCC to have a photo on it for immigration?

Hi everyone, I’m from India and want to apply my Police Clearance Certificate (PCC). I’m planning to use it for immigration purposes (Express Entry), and I wanted to ask — is it mandatory for the PCC to have a photo, or is it okay without one?

If anyone has gone through a similar situation or has official info, I’d really appreciate your help.
