Li-ion Laptop battery stuck at 0%

The laptop battery always says 0% available (plugged in, not charging). Sometimes while the laptop is powered on it goes to 100% available (plugged in, charging) then back to 0. The type of battery is Rechargeable Li-ion Battery TYPE GW240 1525, and the laptop model is a Dell 1545 Inspiron. I tried everything such as disabling the drivers and restarting, removing the cord and battery and hold the power button for 30 seconds. But nothing seems to work, is this a hardware issue or something with the battery?
