Wagon fence not showing after spines of America mission

Hello fellers, I’m trying to do the bandit challenge but the wagon fence isn’t showing up after I completed the spines of America mission with Hosea. I looked it up and it says it should be instant so I’m confused about the whole thing. I kept a save of before I did spines of America in case I messed up the mission or smt. Anyways, if anyone can help it would be much appreciated. Thanks partners!
