Can you keep shedding whilst seeing regrowth?

I'm 21M and have been using Finasteride tablets for nearly 10 months. During this time I have seen decent regrowth of my hair to the point that I can visibly see the shorter regrown hairs along with my longer hair. But for all this time I've felt like I'm still shedding more than I normally should. It has gotten better than when I wasn't taking medication don't get me wrong! But I still shed short, fine hairs and my shower gets clogged whenever I shower... So could I still be miniaturising? If so then why am I also seeing visible regrowth? Could it be BOTH?
