Incident between employee and member

guy was looking down at his phone going into the locker room. I know phone and locker rooms are a no go. but lady at the counter just starts screaming at him to put his phone down, I guess the guy didn't hear them, and he just kept goin looking down at his phone. she starts screaming at him even louder and louder. after he gets outs of the lockers she confronts him on the machine he's on. and asks if he was taking pictures. like bruh. all he was doing was looking down at his phone. I understand if he had his camera out, but all he was doing was looking at his phone. like I know phones are bad in the locker room but he wasn't doing anything. the situation could’ve been handled different. should I bring this up to management?
