[CA] Property Management Company Forcing Me Into 12 Month Lease Renewal

I am currently on a month-to-month basis and submitted Emotional Support Animal documentation so I could get the pet rent waived since it’s an accommodation.

They asked for additional information, which both my doctor and I provided.

Now, they’re saying they won’t waive the pet rent unless I sign a 12 month lease. No exceptions. Is this legal since my ESA cats are considered an accommodation?
