Unclear bill

I hired a company to clean my roof. I opted to clean the roof and additionally clean out the valleys (tile roof). When I read the estimate, I read it as cleaning the roof and additionally the valleys would be $1499. When I received the bill, they charged me $1189 (roof cleaning) plus $1499 (valley cleaning) - $2300.

Who is in the wrong here, did I read this estimate wrong or did the contractor write it badly? (Copied text below)
