UV Edit Soft Selection radius slider stopped working within specific file, works in fine all others

I have a file I've been working on file for quite a while (s24.111) and suddenly the radius of UV Edit Soft Selection is locked to 100, no matter what the radius slider is set to (except 0% or unchecked).

I'm not really sure what to do about this.
