Can we talk about these bots at wilderness agility course on bounty hunter worlds?

Its recently started to feel like Jagex has zero care about active moderation even in this egregious case of botting where 1 player just keeps making more bots for use in the same area of the game for the sole purpose being disrupting other players games, they dont run the course, they just attack people that show up, and even wear ring of recoils to make it irritating to deal with them as they die and return immediately. As many as 15 ragbots, and they will attack you even faster if you join "agility fc". Usually there are at least 8 of them.

I'm just curious what sort of suggestions y'all may have for how they could deal with this without active moderation?
