Are you driving more slowly and/or safely due to speed cameras?

There is no doubt that people slow down in front of speed cameras. My question is whether there is any evidence that they slow people down elsewhere. Even a block before or after the camera, it seems just like before. Is the city deluding itself that this is helping?
