International PhD student starting this fall can’t find housing.

Hi everyone, I'm an international student arriving this fall to begin my PhD at UH's main campus. I'm trying to figure out my housing situation:

1. On-campus housing • Is it too late to apply for a dorm? • If you've moved in recently, when did you finalize your application? • I applied but got waitlisted
2. Off-campus options • If on-campus is full, which neighborhoods or complexes do you recommend that: • Are within easy reach of main campus (bus, bike, or short drive • Any tips on average rent, safety, or amenities? I'd appreciate any firsthand experiences or pointers on where to start. Thanks in advance!
