Options for 75 year old who has failed to pay electricity bill

Howdy. Random post but just trying to assist a stubborn elderly family friend. TLDR - he basically was trying to stick it to the man and has not paid for or had electricity since about 2021.

He also can't afford his over due bill. He got scammed about 3k by someone impersonating socal Edison.

Anyways, he's made some poor choices but hoping to get some leads on resources or ideas I haven't thought of.
