Is "Him" the man in the high castle?

I just finished season 1, with that scene where they show Hitler watching the films, and he has a giant collection of them. A few episodes earlier the resistance man (forgot the name) said that the man in the high castle didn't make the movies, he was receiving them from the resistance and gave them Intel about how to strike. Could it be that Hitler is getting the movies, because he's obsessed with the other universe and showing weakness in the Reich for the resistance to strike at?

Idk how plausible it is but I'm curious
