[CA] Property Management Company Forcing Me Into a 12 Month Lease

I just submitted paperwork to have my cats be my emotional support animals and get the pet rent waived since they’re an accommodation.

I submitted my letter from my doctor as well as additional forms the leasing office wanted me to fill out about my disability.

Now, they’re saying the only way I can get the pet rent waived and accommodation approved is if I sign into a new 12 month lease.

Is this even legal?
