very weird issue with loading

my pc has been lagging for a long time just very low 1% lows and have been trying to fix and nothing worked until i reset the bios settings today which fixed the lagging in game and windows but another problem i had didnt get fixed. right after i reset the bios i loaded in marvel rivals and forza horizon 5 and the load was smooth but then when i restarted the pc it the loading was very laggy, imagine 20 fps with drops to 4 i tried practically everything and couldnt find a fix can anyone pls help me im using a 4070 super and a i7-14700kf 32gb of ram and gen 5 ssd’s
