Applying for US Chase Amex?

I have all the Canadian AMEX cards. I am trying to get an American Chase AMEX. I have an ITIN number. I’ve applied online but I’ve been declined. I’m going to be in New York for a few days. Is there an advantage or can I go in person to try to apply? Any data points on this?
