No lounge access for arriving flights?

The Capital One lounge in IAD doesn’t allow access for cardholder with arriving flights with no connection. Is this the industry standard or do other lounges allow you to enter on an arriving flight?

If yes, can anyone share any such lounges in IAD? Thank you!
