Subletting condo and lost access

Friend is out of the country, they were discovered to be subletting, an occasional visitor who was looking after the unit started squatting and created a situation when asked to move out. Condo management has deactivated fobs and will only return them to the tenant on the lease, but they are out of the country for a few more months.

Is there any way to appoint an agent to pick up the fobs and regain access to the unit for maintenance etc?
