Keeper question (ADP strategy not players)

Was out of the game for several years. First year back in a new to me keeper league (been doing non keeper last 2 years after 5 year absence from fantasy)

Is it safe to assume that nonkept players will be drafted 2 rounds sooner than their ADP if everyone gets 2 keepers? I know rounds of keepers will vary but say wr 5-10 are all kept (no keepers in last years first 2 rounds for this league). Does that mean the WR 15 who maybe drops to 2-3 round would be drafted round 1? Everyone is going to have their first 2 picks in this league. Making sure I got right mindset going into draft. Thanks!
