Shouldn't make a Prestige Skin if it's already a Fated Guest

Am I wrong, or wasn't their whole thing with Prestige Skins is that they will give them to characters that can't have Fated Guest? Or was it just speculation?

Releasing a Prestige Skin for a character who's already a Fated Guest just screams poor decision-making and sets a bad precedent. At this point, I feel like it doesn't matter if a character is already a Fated Guest or not, devs could just start pumping out mediocre interactions and then sell the best version later for $$$. cough Teresse cough
