Why are Korean chemical sunscreens not available in Canadian stores, but all the mineral ones are?

We have tons of Korean skincare stores but they only carry mineral sunscreens. I can’t wear mineral because my skin is not fair and it always leaves a white cast. All the chemical ones are only available online… meaning the prices are way higher and I have to pay for shipping too… anyone know why and if this will change in the future?
