there shouldnt be a 30 min ban for dodging

Its absolutely ridiculous make it 5. Its not my fault somebody picks a trash character thats gonna get us decimated. 90% of the game is decided in ban/pick screen, and i shouldnt be banned for 30 minutes cuz my team decided to pick double throwers.
