Would I be able to get minimum payment full refund?

I'm a prospect student and am wondering if I could get a full refund for the minimum payment to register (not tuition). The uoft website doesn't state clearly whether there is refund option for the minimum fee. And if so, would it be easy to request for a refund or do they only allow special cases?
