Address in Quebec Canada is wrong in the FEDEX system

For goodness sake! Shipped my documents to renew my Canadian passport from Florida today. The address is Passport Program 22 de Varennes Street, Gatineau, QC JK8T 8R1 CANADA. But when I went to the local FEDEX office, her system printed the label and it said, " Gatineau PQ." What on earth is PQ? I called Passport Canada and they were not sure my documents would arrive since the label isn't correct. And the local FEDEX office had no way to override the system. How dumb is that?
