Rollover positions, waiving location entitlements?

Hi guys. So there’s a permanent position for rollover, but the area search is 80kms. I live much farther than 80kms of the office address, but I am eager to move to that area anyway. Just curious if it’s possible to apply for this rollover position, regardless of the 80kms and indicate that I’m willing to waive any relocation costs?
