is this shady? 1.7k for an apartment in fidi with utilities

The guy told me it's $100 to view the apartment, and that they'd refund it if I don't like it. In this case, what should I do? The photos look good, but with AI editing, that's not really reliable. I'm worried I might pay the $100 and then get ghosted.

Also, he refused to share other details because he thought I wasn't a serious applicant when I asked more questions. I asked why the listing had been up for a month, and he said they preferred to keep it private and not post it on StreetEasy. I found this listing on Facebook, and the guy is using a fake actor photo.
