FPS capped at 30?

So I just installed grounded 2 from steam and set the FPS limit to 165 (the refresh rate of my monitor) but thr FPS in game wont go above 30 no matter what, it defaulted to high settings so i turned it down to low and it made no difference. Is this a known bug or something i can just troubleshoot? Thanks in advance!
