Fraudulent activity

I have a family member and they have a situationship,they are both guilty of fraud in my opinion. The person in question had a medical situation in a semi truck, suffered a heart attack & small stroke 7 years ago. He was told he can't drive a semi anymore.
He applied for disability benefits and got them. After months of rehab he found a shady company that allowed him to work. He is still receiving benefits while making roughly 2000 a week. He also hasn't paid taxes in well over 9 years, he claims to his employer that he files a 1099, he doesn't. In the last 4 years he was diagnosed with throat cancer, several rounds of radiation and other medical hiccups he was deemed cancer free. During ALL of this he talked my family member into being his paid by the state of Illinois care taker (she saw it as him paying rent & driving him to appointments) They are both deceiving the Social Security administration as he has not needed her "service" as a caretaker,they lie to the man in charge of that program. He has also posted videos of him in the semi driving and educating his "followers ". How do I go about reporting both of them anonymously ? Any help or direction in this is greatly appreciated.
