How are spam bots beating the shadowban feature?

I tried to make a new Reddit account and it got shadowbanned. I've been appealing for weeks at this point and nothing. However, on the subs I mod, I'm constantly bombarded with 1-2 day old accounts who have spammed a bunch of subreddits without being shadowbanned. how in the world is this possible?
