Dandy Theory since we have dialouge from him now...

Dandy most DEFINETLY cares about to the toons. We now know that for sure. He hopes Shelly makes new friends, thanks Astro, etc. But he also seems to be in denial of what he's doing. Now it's more obvious than ever that he's morally grey; it's because he's doing bad things for what he THINKS is the good of his fellow toons.

He also seems to get passive aggressive or just sad when he's excluded, which is more evidence of how he genuinely thinks he and he alone can do the right thing. It's why he becomes passive aggressive towards Sprout, Poppy and Vee who are all influential or just strong-willed in nature (Poppy having her own soda brand, Sprout having one of the biggest maps so far, Vee's over all popularity), because he dislikes not being in the spotlight, or maybe just dislikes being questioned or unincluded.

He also hates being confronted because it gives him questions he doesn't want to answer, mannerisms he doesn't or CAN'T explain away. He's annoyed with Rodger's prodding nature, and wishes he could TP away like Glisten.

He also definitely reminisces on old times, so he probably wishes he was a 'star' again. Which could probably be why he's messing with the ichor.

(this could mischaracterize him a bit, so take this theory with a grain of salt give or take :P)
