Question about new Gatling plasma mods

Is the better option to get them the nuclear keycard method or the watoga vendor method? I’m seeing conflicting stuff online where people claim to get a plan/box mod first try using the nuclear keycard whereas I’ve also seen people say watoga is the better option. I’ve had no luck with the nuclear keycard cargo bots. Which one do you guys feel works better?
