Why is resurgence casuals more of a scavenger hunt than a shooting game?

Honestly this game mode feels like it needs a massive shake up and it's not even that old. Obviously they've changed casuals for the worse, but having this weird element of trolling in the middle does not make for a fun mode.

I've noticed a lot less fall squads (usually 3) and a lot more people quitting mid game.
