how does transferring schools work in ccsd ?

im so sorry for the stupid question, my apologies if this should be posted elsewhere ρ(・ω・、) but i haven't been good at finding the proper documents... are you allowed to just transfer schools whenever you'd like during the school year, or do you have to transfer at a specific time? are there any channels you have to go through? thank you so much for any help (ToT)
