How many other states can’t mark up cash advance items?

Federal trade commission says that cash advance items can be marked up with the disclosure.

State of Massachusetts regulations say we cannot mark up the cost of a cash advance item, no matter what.

What other states also don’t allow mark ups for cash advance items? Just curious!
