Will Blizzard ever fix spectate mode on PC?

I can't speak for console, so if it's the same there let me know.

I've been playing Overwatch for years, and whenever I try to spectate my friend when he's playing a game I can't toggle between players. Apparently this has been a problem for years. WHY WON'T BLIZZARD FIX THIS?!?!?!

Is it not a simple fix, and it's actually harder to fix than I thought? It's very frustrating to me because my friend is new to OW, and I want to give him tips, but I can't even spectate him to give him advice.
