Honda Metropolitan Speedometer Broken

I recently bought a Honda Metro 2013 (NCH50) and the speedometer doesn't work, but it acts weirdly so I need help figuring out how to fix it.
Basically, it stays displaying around 10mph when I'd guess I'm going ~20mph, and when I get up to around 30-40, it displays 20mph and the hand flicks around.
