Can my pc just not run rust?

Hello, i have made a couple posts about my issue on this but i haven't always been specific, so here it goes. I have a RTX 3060 and i have only had it for a couple of years, i also have a newly purchased Ryzen 7 5700 x3d and its working amazing along with 32GB of ddr4 ram, my parts typically don't overheat and don't malfunction (knock on wood they don't start) but i have a decent PC (or i think i do) and i meet the recommended spec for Rust and I've tried a multitude of things, like a clean installation of GPU drivers and I've cleaned my pc multiple times, I've also lowered my setting significantly on Rust, and i have also turned on XMP too! I just cant seem to play the game without stutters. Most of the time my stutters come from either looking in my inventory (I've figured out looking at my player model has been causing the stutters) and anytime i look at other players my game stutters really bad, same for dead player bodies. Even when i pull out guns with skins on them my game drops somewhere between 10-20 frames and looking at players, my inventory player model, and or other moving players my game drops at least 20 frames no matter what setting i have on in game its always the same. Does anyone have any ideas or tips?
