have I finished puberty? M16 and a half

I have hair only on my private parts (m16.5) but I have hair no place else. Will only the hair come or will I also grow taller, have deeper voice, etc as with my other hair? I’m also wondering why only my private part hair is the only place that I have lots of hair on?
