Need help with which forex service to use to pay university fees

I tried SBI, PNB, HDFC, but none of them are able to actually send money to russia citing sanctions and are outright refusing to help me transact my fees.

I finally went to Thomas Cook today, also contacted Orient Exchange but idk if they actually can do it. I don't want to be late to submit my contract and want to get my admission letter asap.

Please Help if any other means exist which I don't really know of.
