What to look for in a phone camera?

how to tell which cameras are good? Been seeing the features listed below which are often included in flagships but not others, which of these features to look out for?

• dual pixel PDAF
• OIS
• telephoto
• 1/X" sensor

for others, i should look at these right?

• bigger sensor (MP)
• lower aperture (f/X)
• bigger pixel size Xµm
