AITA for excluding cousin on my birthday?

Me: M16 her W14. For the last 3 years every single day my younger cousin has not only disrespected me, but also went out of her way to hurt me. She receives no discipline for her actions which base of making fun of mine and others disabilities, mocking me for crying when my mother passed in 2023 and more on a DAILY basis. Recently, we as a family went on vacation to Florida for my birthday party. It has been good, but ever since we got here my other cousin (W16) has come. I was planning to take her with me and go on all of the more adult rides with just her, but my cousin who was younger has other plans. The second her and her mom found out I was excluding her from the activities with me she flipped out, said I was forced to hang out with her or I wasn’t going. I got into an argument with my mom on my own birthday and I am about to be forced to go with her. AITA for letting her cry and wishing to exclude her?
