I have built a marketplace for the real estate photography industry. My goal is to eventually become the Angi/Thumbtack or the real estate photography market. What can I do with SEO that will help me get there?

I have viewed some videos and one of them suggest creating hundreds of pages(?) targeting ever city and town possible. Is this a solid strategy?
