How to gain access to Panama Canal?

As title says, is there a way to gain naval/sub access to the Panama Canal as the US. Yes I know the US starts out with the Panama Canal but I’m doing a 100% decolonization run so the canal is controlled by Panama proper.

I know I can invade but is there a way to demand access if for nothing other than role play?
