Full Release After Beta

I saw that after the release all the levels and progress you made during the beta will not carry over. Then why during the beta they make you earn levels for weapons, and weapon progression? It would just make sense to have all weapons available out right during the beta. P.S. I have not played a Battlefield beta since I believe Battlefield 1 so i don’t remember keeping beta progression.
